Program Evaluation
Greater Achievement Youth Empowerment Academy has a systemic program for evaluation that includes:
Quantitative Analysis
Outcome Evaluation (Quantitative) The Outcome Evaluation is designed to determine (1) how program participants changed over the course of the program and (2) how participants performed/behaved on specified measures related to the program objectives. A pre/post design will be utilized to determine the outcome relative to program objectives. During the participant’s first week in the program, a pre-test will be administered which will measure baseline knowledge. Post-test measures (after 12- week duration of program) will determine change or improvement in variables or objectives already defined in project. Specifically, progress in the Blueprint program also will be determined by tracking the participant’s achievement of identified goals in 5 basic areas: education, employment, juvenile justice system data, personal enrichment and program participation/attendance. Program participants’ progress will be tracked up to one year upon completion of the program. The Blueprint Project Manager will collect data and prepare a project report analyzing the success rate of the program. The Blueprint Advisory Board will review findings and provide additional analysis and recommendations.
Qualitative Analysis
Process Evaluation (Qualitative) The Process Evaluation focuses on the implementation process and assesses the degree to which specific program components are effectively and efficiently implemented. This evaluation will (1) describe the implementation steps and procedures as they are carried out, (2) provide a complete description of program participants, (3) identify any changes or modifications made in the planned implementation process, (4) ascertain the rationale and implications for any modifications, and (5) describe the program components, activities, or events as actually implemented. The Process Evaluation is formative and ongoing. Ultimately, the Process Evaluation will describe the emergence of an Operational Model from a planned program. More specifically, the Process Evaluation will be to determine whether the program was implemented with goals and objectives as formulated per the proposal.
